Rare Bird?

A co-worker of mine, name Pat, recently bought a '69 Roadrunner from a friend of a friend. He came to me because he knows how much I love the old Mopars.
Anyway, the guy he bought it from(Bill) is a very knowledgeable Mopar nut in Utah. Bill told Pat that this car is a California car that Bill bought it back in '79. Bill took the Runner to Utah, never titled, and it sat until Pat bought it two weeks ago. Bill told Pat that this Runner is a "1 of 2" only car.
Pat brought in a picture frame to work of the build sheet, fender tag, and the last owner titled to it back in '76. The build sheet and fender tag match. What makes this rare? It has a N96, 6 way seats, and it has ALOT of chrome trim like a GTX, but on a RR? Yes, the RR decals are on the car as well. Pat says it is painted silver and black, inside and out. There are a couple of other options on the car that I'm going to wait to share right now.
I told Pat to contact Galen Govier or David White if it is a "1 of 2" car. So far everything mathces both the build sheet and fender tag, then maybe. I'll keep the Nest updated. I'm CURIOUS if it really is a "1 of 2"

Define 1 of 2 what? N96 is the fresh air hood- which is basically standard - or a high ordered option- that year. The 6 way seats are rare- and certainly the addtional trim on a runner ( as all that stuff was eliminated to keep the cost down) as is the the color.

Silver 69' RR's are somewhat unusual but nothing there sounds rare ... like 1 of 2 rare?
Things that makes cars rare are high dollar options that no one ever ordered.
AM/FM cassette, certain axle packages, odd colors or stripes, sometime trim option.
Remember 1969 was THE most popular year for RR's made.
Lots of combinations of options that year.

I didnt get all of the codes off the fender and broadcast sheet. We were both at work and limited time to sit and study everything. I suggested that if it is rare, or if he wanted to get it decoded, to call Galen or David. That way, he can for sure know if it is rare. I know the car is a stick, disc brakes. I dont remember all of the codes on it and Pat is gone til next week for the holiday. I'll try to get a hold of him and either post the codes here or see what he did as far as having the car decoded.

Unless 69s are different, I don't believe anyone has information about specific option combinations along with paint colors to determine if a car is 1 of 2. It may be 1 of 2 KNOWN to exist, but that's only as good as all information already collected about other cars stil in existence...
