Fender tag question?

I was recently looking at a picture of a fender tag from a 71 cuda. Instead of the "U" code for USA specs, it had an "I" which I understand to be the code for export. It also had a "N95" which I understand to be the code for the Calif. Emissions NOx setup.

My question is why would an export car have Calif. emissions?

When it was ordered overseas by a serviceman.
That's my guess.
All orders not taken in the US or Canada were marked as export.
