That is the vapor separator. It is used in place of the fuel filter. It has a filter screen in it. You should also have a 1/4" hard steel return line that goes back to the tank. It does sound a bit like vapor lock. If so a new carb of any type may not help you too much. By far the best fix i have found for vapor lock is to have the fuel return line setup that was actually standard on 440 and 426 models from 71 onward. WOW that is a AWESOME looking 71 RR! I used to live in Wisconsin. What show did you take it to? It was a small local show at a park in racine.
